Suspicious Powder

The FBI has been investigating a white powder that was in an envelope sent to the State Department.

Department spokesman Richard Boucher says the envelope was addressed to Secretary of State Colin Powell. He says authorities are trying to learn more details.

Boucher says the building wasn't evacuated because the State Department has the "proper procedures" to protect the building and ensure safety. Also, Boucher says all State Department mail goes through a procedure that would kill any possible anthrax, so any material would have been harmless by the time it got into the building.

State Department employees were told over a loudspeaker that the office that received the letter had been secured.
