Gov. Jeb Bush has issued a stinging rebuke to fellow Republicans in the state Senate for disagreeing with him on medical malpractice costs.

Bush, a Republican, says the GOP senators have caved into pressure from the state's trial lawyers by blocking what he sees as the best remedy for lowering insurance costs.

Trial lawyers are fighting to block what Bush sees as the best remedy for lowering insurance costs -- a strict cap on how much malpractice victims can win in court to compensate them for pain and suffering.

The Legislature returns for a second special session on the issue tomorrow.

The House favors a no-exceptions $250,000 limit on noneconomic damages in malpractice cases, like Bush. The Senate has resisted such a ceiling. It has been reluctantly willing to consider a higher cap with some exceptions for egregious cases.
