The University of Florida and Florida State University say they can't grow or plan effectively unless they charge more tuition.

Under their plan, the Legislature would not dictate their annual tuition and spending any more. It would give the schools complete control of their own budgets.

Gov. Bush supports the plan along with other top lawmakers and lobbyists. However, the plan is not likely to be on legislative agenda until next year.
