Ed Smart said Republican House leaders are "hurting children" by delaying passage of a national AMBER Alert bill.
Smart appeared on the morning talk shows Thursday -- a day after a tip to police helped bring his daughter Elizabeth home.
She was kidnapped from her Salt Lake City bedroom last summer.
In an emotional appeal, Ed Smart called on Judiciary Committee Chairman James Sensenbrenner to "do the right thing."
Smart wants the AMBER Alert measure to be voted on by itself. He said every day the measure isn't approved, "children are at risk."
Sensenbrenner said the Smart family needs to be patient – and that the proposal will do more good as part of a broader piece of legislation.
AMBER Alerts are a way of quickly transmitting information about children who've been abducted. Thirty-eight states already have AMBER Alert laws.

The AMBER Plan
The AMBER Plan is a voluntary partnership between law-enforcement agencies and broadcasters to activate an urgent bulletin in the most serious child-abduction cases.
Broadcasters use the Emergency Alert System (EAS), formerly called the Emergency Broadcast System, to air a description of the missing child and suspected abductor.
This is the same concept used during severe weather emergencies. The goal of the AMBER Alert is to instantly galvanize the entire community to assist in the search for and safe return of the child.
