It looks like a plan to allow oil drilling in an Alaska wildlife refuge won't get through the Senate.
The provision had been put into a defense spending bill that needs to pass. But supporters of the oil drilling have fallen four votes short as they tried to avoid a filibuster of the defense measure over the issue of the drilling.
Senate leaders are now expected to withdraw the legislation, and re-work it without the drilling language.
President Bush has made drilling development in the Arctic National Wildlife Refuge one of his top priorities.
