The White House said Secretary of State Colin Powell's case against Iraq is "important for the world to hear."

Press Secretary Ari Fleischer said Powell's unveiling of U.S. intelligence about Iraqi defiance is "the consultative process in action."

At a breakfast meeting with President Bush, top lawmakers got a preview of what Powell's telling the UN Security Council. National Security Adviser Condoleezza Rice gave those lawmakers what's described as a "walk-through."

One of those lawmakers, Delaware Senator Joseph Biden, said the case is "legitimate," but it remains to be seen if America's allies will find it compelling.

Biden said as a prosecutor, he could win a conviction with the evidence -- but the skeptical Security Council is a different forum from a courtroom.
