President Bush announces his flu preparation strategy Tuesday.
The price tag for being ready for the next pandemic is at least $6.5 billion, whether it's caused by the bird flu or some other strain.
States and cities will get their first specific instructions from federal health officials on such things as who should get limited doses of vaccines and the antiviral medications Tamiflu or Relenza.
Topping that list are workers involved in manufacturing flu vaccine, health workers caring for the ill, and other first responders.
A White House spokesman says all Americans can do their part in stopping the spread of the flu by staying home if they get sick. He says a pandemic could force restrictions of international travel and commerce.
