U.S. Rep. Jeff Miller, one of only four congressmen who voted against extending federal unemployment benefits, said such aid is counterproductive and may discourage people from seeking work.

Miller said the $7.3 billion that will go to unemployment would be better spent fighting terrorism.

Miller said it should be up to states, not the federal government, to provide such assistance in all but the most extreme cases.

It provides 13 weeks of unemployment benefits for those still jobless after exhausting their 26 weeks of benefits.
