The ideas from the Higher Education Funding Advisory Council are non-binding and would have to be approved by the Legislature.

Just the same, the proposals are expected to include more curbs on the popular "Bright Futures" Scholarship Program and the end of the current guaranteed prepaid tuition plan.

There would also be annual tuition hikes for the next decade.

The state faces a looming budget deficit and a new costly class-size constitutional amendment.

Education Secretary Jim Horne appointed the study panel, which began meeting in February. Its job has been to examine the challenges facing higher education and make recommendations about possible changes.
