Each year, the Coffee County Commission chooses which of its members will serve as chairman and vice-chairman.
By a four-to-three vote, the board chose District 3 Commissioner Robert Stephens as chairman and District 5 Commissioner Bernest Brooks was chosen vice-chairman.
For a long time, Brooks has proposed that the chairmanship should be rotated. Brooks feels he'll never be voted to the chair's position because he's African-American.
Brooks said he respects the board's decision to place Stephens as chairman.
