Authorities in Bay County arrested a man they say was stealing from a tenant who was renting business space from him.
Police arrested 62-year-old Paul Francis of Mexico Beach, Florida for allegedly stealing more than 20,000 dollars worth of merchandise from his tenant's gift shop.
The gift shop's owner set up surveillance cameras in the store after she noticed some items were missing.
The victim says she saw Francis enter the store 13 different times, after hours, taking items from her shop.
Francis owns Toucan's restaurant in Mexico Beach.
Investigators also found marijuana on Francis when he was arrested.
