Panama City Sex Offender Failed to Register

Panama City Police arrested a man for failing to register as a sex offender.

57-year-old James Dillman, of Panama City was convicted for sexual battery in Bay County in 2001.

While conducting sexual offender address verifications, detectives learned that Dillman had moved to the St. Andrews area without properly notifying law enforcement of his new address.

Dillman had moved from his Panama City Beach address to his boat on the St. Andrews Marina approximately 2-months ago.

Sex offenders are required by law to notify law enforcement of address changes within 48-hours of moving.
