HAINES CITY, Fla. (AP) - The Polk County State Attorney says the
top two men in charge of the Haines City Police Department used
their rank and standing in the community to violate law enforcement
ethics policies.

This week, Haines City Police Chief Morris West resigned and
Capt. Mervin Stewart was arrested on charges of felony perjury.
Stewart was released from Polk County Jail after posting $50,000
bail.

West was suspended indefinitely with pay in October after a
grand jury indicted him on three misdemeanor counts of soliciting
prostitution.

In a resignation letter sent to the city manager, West wrote
that his resignation does not "indicate any guilt of any alleged
crime."

Stewart was suspended this week as part of the investigation.
The state attorney's office says he lied about a sexual
relationship he had with a female officer under his command.
