Carter says,
"It's not about breaking the will of a dog, it's about building the will back."
Geneva County has no Humane Society, often dogs are found shot on the side of the road.
If officials pick up an un-tagged dog, it's likely the dog will be put down.
It doesn't matter if it's a puppy or a pit bull, the dog has 10 days to be claimed.
So, Carter has made it his mission to rehabilitate dogs in his own home.
His home, not exactly what you would call a "spacious facility" on the outskirts of Slocomb.
But, space is no issue for Carter..he's had up to 29 dogs at one time,
big and small, young and old, mostly victims of abuse.
Goldie limps, Trooper has scars from being stabbed, and Red..used to cower and yelp if you tried to pet him.
Carter says,
"I speak to these dogs, and they figure out their own way of telling me what is wrong....means so much when you take something that's been abused damaged then you look at it and its' not scared of every bump or thump."
Carter was struck by lighting in 2000, leaving him physically disabled and unemployed.
He says his lack of peripheral vision and arthritic stiff neck helps him focus on the dogs intently.
Since the beginning of last year, Carter has nurtured, rehabilitated and placed more than 128 dogs.
